SPRING 2025
TOWN MEETING
Local Tax Incentives RSA 79-E and RSA 72:81 were voted in at town meeting. Hinsdale voters passed two powerful economic development tools:
RSA 79-E encourages revitalization of underutilized buildings in designated downtowns by offering temporary property tax relief (up to 5 years, with possible extensions for projects that include
housing).
RSA 72:81 promotes commercial/industrial development by offering specific tax exemptions on certain
commercial construction or improvements for up to 10 years. This incentive encourages business
expansion or modernization. Encouraging commercial growth can enhance the town’s economic base
and provide essential services.
Also passed at the March Town Meeting were key zoning ordinance changes to support residential
development:
• New, user friendly Accessory Dwelling Unit (ADU) Ordinance. The new ADU zoning provisions will provide
far greater flexibility to homeowners who are looking to expand housing opportunities on their property.
• Creation of a new Cottage Court and Cluster Development Overlay Districts. These types of developments
will allow for a higher density development while maintaining a rural aesthetic through the allocation and conservation of common green spaces within the development.
• Expansion of residential development opportunities into the Roadside Commercial Districts (Zones A and B) and the Commercial/Industrial District.

HINSDALE NAMED HOUSING CHAMPION
In December 2024, Hinsdale was designated a “Housing Champion” by the NH Department of Business and Economic Affairs one of only 18 communities statewide to earn the title. This distinction makes the town eligible for up to $1.5 million in Housing Production Municipal Grant funding and $3.5 million in Housing Infrastructure Municipal Grant
funding.
This designation gives Hinsdale access to state resources to address housing shortages, improve infrastructure, and attract thoughtful residential growth. The program is administered by the NH BEA and was introduced to Hinsdale through HEDC's statewide outreach and
participation.

REVO CASINO - NH Charitable Gaming
Supporting Local Growth Through NH Charitable Gaming HEDC continues to receive funding through its partnership with the NH Charitable Gaming Foundation. In March, HEDC received over $33,000 through Revo Casino And Social House in Lebanon, NH. We are grateful for this crucial funding that supports our mission of fostering
economic growth and opportunity for
Hinsdale.

NH Dept. Of BUSINESS AND ECONOMIC AFFAIRS
Staying Engaged Over the past year, HEDC has participated in regional and state-level conferences to stay informed and advocate for Hinsdale. It was through these connections that HEDC introduced the Town to the NH BEA Housing Champion Program, securing valuable resources and grant eligibility that will shape future housing and infrastructure projects.

HISTORIC SOLAR GRANT AWARDED
Thanks to the leadership of Community Development Coordinator Josh Green, Hinsdale secured a $200,000 grant through the NH Department of Energy for its first-ever municipal solar array. The project at the town's transfer station is expected to save $20,000-$25,000 annually over the next 25-30 years, marking a major step toward a more energy-efficient future.
